A new hak: arkazhala_temp.hak

a copy from the arkaz boards:

Hala and Arkaz are going to share the spellhooking that I implemented for Arkaz.
Due to this the arkaz_temp.hak got a small update and a new name: arkazhala_temp.hak.

Arkaz will probably wait 2 weeks before upgrading to the new hak, but hala may do it sooner.
